Fireworks
Fireworks are back. And out of control.
Their bangs fill the night well before Guy Fawkes. Fireworks that were an annual thrill are now a nightly thud.
However, Parliament has acted. A Labour backbencher, Bill Tynan, has piloted a Private Member’s Bill through Parliament with all party support.
The Fireworks Act 2003 gives new powers to control fireworks. To impose a noise limit of 120 decibels. To ban use during anti-social hours. To restrict year round sales. To license fireworks’ retailers, allowing councils the power to refuse and revoke licenses.
Yet not for this year.
Ministers will consult on detailed regulations to enforce this new Act next year. Many MPs like me want Ministers to get a move on.
For the situation is getting worrying. Ever more powerful fireworks are being imported – often illegally. Bigger, noisier and potentially more dangerous.
So distress caused to many residents and pets is increasing. Groups like Guide Dogs for the Blind Association remind us of the damaging effects of the irresponsible use of fireworks.
We need these new powers fast – but not because we’re killjoys.
For the new powers are designed to be balanced and flexible. A two tier licensing system should ensure events like weddings and Royal celebrations as well as festivals like Diwali and Chinese New Year can still include fireworks.
Let’s hope fireworks will soon be back – under control.
